FINANCE DEPARTMENT BACKGROUND
The Finance Department of Ipoh City Council was originally known as the Treasury Department. Since 2000, the new name, Finance Department has been used. This department was created based on the formation of the Ipoh Municipal Council in 1962. It comprises two main pillars, viewed from operations and accounts perspectives. The two are, the Finance Operations Division and Accounts Division. The Finance Department has been entrusted for the management of financial and accounts matters.
The principal activities of the Finance Department are dedicated to the financial management and control of the Council as well as the preparation and maintenance of records pertaining to the finances of the Council. In addition, the duties of collecting revenue and paying all expenses also have been entrusted to the Council.

FINANCE DEPARTMENT STRATEGIES
- To ensure that financial records are authentic, organised and accurate so that complete reports and financial statement may be provided.
- To increase Council's revenue by using various systematic resources and methods.
- To manage expenses prudently through a controlled and systematic budget planning as well as the implementation of comprehensive savings plans.
- To enhance enforcement and arrears control.
To enhance work and governance systems continuously for the service improvement to the customers and "stakeholders".
FINANCE DEPARTMENT OBJECTIVES
The Finance Department of Ipoh City Council has 4 objectives:
- To ensure that all acquisition is made according to procedure and is cost-effective.
- To ensure that all transactions and financial management records carried out are done according to procedures and guidelines which have been set based on Treasury Instruction, Financial Procedure Act and other applicable provisions.
- To ensure that enforcement on tax arrears in assessment is conducted in accordance with the stipulated action plans and that continuous monitoring is done on other outstanding revenues.
- To ensure that revenue collection from car parking system is carried out appropriately and orderly.

FINANCE DEPARTMENT CLIENT CHARTER
Payment cheques are issued 7 days (working days) from the date of receipt of completed voucher.
- The waiting time for payment counter
Peak Time- 30 minutes to 1 hour
Normal Time- 10 minutes to 15 minutes
- The processing time for each bill
1 minute for 1 bill
- Coordinating and supervising car parks around Ipoh city on every working day.
- Providing and proposing Council budget to the State Authorities before 31 August every year.
- Preparing Financial Statement for any particular accounts duration to be presented at the Council Meeting in June of the following year before being it is submitted to the National Audit Department subject to the completion completeness of documents.
- Issuing assessment tax bills to the tax-payers not later than 15 January and 15 July each year to the most recently known address available in the records of the Council.
- Enforcement unit to issue notice after two weeks and to issue warrants of property seizure after 1 week.
- Reports of the Finance Advisory Committee Working Paper are to be provided each month before the 15th of the following month for the purposes of the Financial Advisory Committee meeting.
- The process for issuing tender notice is 7 days (working days).
- The purchase of tender is within 14 days (working days).
