The Commissioner of Building (COB) was established under the Building and Shared Assets Act (Organisation and Management) 2007 [Act 663] and Section VI and VII Strata Ownership Act1985 [Akta 318] which is responsible to control developers, Joined-Management Body (JMB), Management Corporation (MC) and lot owners to ensure proper maintenance of the buildings and common properties.

The maintenance and management of buildings and common properties under Act 663 includes all types of buildings subdivided and issued strata ownership as follows:-

• Residential buildings such as  condominiums, apartments and development of gated community; and
• Commercial buildings such as office buildings, shopping complexes, service apartments, mixed development and industrial buildings.

For the year 2011, there are 63 development areas which consist of 8,267 strata box units in the Ipoh City Council areas under Act 663 and Act 318. The types of administration for 2011 are as follows: -

To ensure that all strata buildings are clean, well managed and harmonious through efficient regulatory, strict enforcement, and professional advisory services.
 

FUNCTIONS

BUILDING COMMISSIONER DIVISION

1. To supervise the inventory of development areas under Act 663 and Act 318.
2. To ensure that the Joint Management Body is established in each development area.
3. To manage complaints and problems relating to the management and maintenance of multi-storey buildings and subdivided buildings issued with strata ownership.
4. To enforce the implementation of Building and Common Property Act (Maintenance and Management) 2007 [Act 663] and Strata Ownership Act (Act 318).
